Proposed DeKalb city of Winship in the works

Decaturish has learned that there may be yet a fifth city in play during the current legislative session.

The DeKalb Champion has confirmed that someone has purchased a legal ad this week advertising a bill for a proposed City of Winship. The bill’s sponsor is unknown. No map is available.

The new cities currently under consideration are Tucker, LaVista Hills, Greenhaven and Stonecrest. A city of Winship could be a wildcard that adds further confusion to an already muddled process. In addition to those cities, there are also annexation plans under consideration for Decatur, Avondale Estates and the city of Atlanta.

In spite of all of these plans for DeKalb County cities and annexations, there are still areas that aren’t in any map, like Medlock and portions of Scottdale. It’s possible that the new map could attempt to resolve some of those unincorporated islands left out of the current cityhood and annexation process. But what isn’t known is if the Winship map would overlap with any of the current cityhood and annexation plans.

It’s also possible that this is a maneuver intended to slow down the current cityhood discussion. If the maps conflict with other cityhood or annexation plans, it would add a new wrinkle to a process that’s been bogged down with conflicting maps.

    Word came from the House floor this morning that Karla Drenner had placed the ad in the Champion for publication tomorrow. Karla, a really nice person in my mind, gave me no hint of her intentions in two quiet conservations last week. All of this stuff is unconfirmed at this point but as most of you know I get it straight from the horses mouth or tell if I don’t. No map has been disclosed but word has it that the Emory campus,Druid Hills residential, and Avondale residential/commercial are in play. No details. I’m sure Karla has good reason for this action at this time. I hope this puts the final nail in most of the annexation talk this year.

      I would guess she ia doing it to block the Atlanta annexation attempt, thereby preserving the Druid Hills school cluster.

      Emory is not going to do anything other than stay unincorporated Dekalb or become City of Atlanta. What happens to Emory, happens to Druid Hills. Emory can move to Atlanta at any time without legislative action. These are simply facts.

    A letter I just sent to Karla Drenner:

    Dear Representative Drenner,

    I hope this message finds you well as you work actively to provide solutions to the
    current debacle Dekalb county citizens find themselves in as city-hood and annexation
    issues dominate today’s current political climate. Today, I discovered that a city of
    Winship is being proposed through a local news outlet by you of all people! Supposedly,
    this city is your way of responding to the chaos of annexations facing unincorporated
    areas like Druid Hills, Medlock, Clairmont Heights, Victoria Estates, Woodland Hills,and
    other neighborhoods during this legislative session. After careful review, I find it best
    to that our area NOT BE IN ANY NEW CITY that obviously is without any support or mention
    before this year! How could you propose such a thing? I only see this as a betrayal to
    your past supporters that wish to consider the option between staying unincorporated or
    annexation into a city like Atlanta, Decatur, or your own Avondale Estates! If we are to
    incorporate, I prefer an entity like the EXISTING city of Atlanta to handle our affairs!
    After much consideration, I am in fact leaning towards supporting the Together in Atlanta
    Group and their proposal because Dekalb and her officials have turned their back on the
    people who matter most, the constituents. Where had the trust gone? Our area has supported
    a sinking ship compounded by far too many mistakes for far too long, and I only hope your
    sponsorship of this city of Winship is not some ploy to prevent our voices from being
    heard yet again! I weep now as I think of Dekalb’s current state, and I only hope that you
    are not stifling other opinions from being heard! How far have we fallen as a community to
    come to this point when the people’s voice is suppressed? In summary, I implore you to
    please let us consider the option of annexation into a city like Atlanta if we are not
    going to remain unincorporated.

        You have mentioned this time and again, what is the basis for your current post?

          OK it’s past my bed time, but I have had several conservations with MMO and her staff and she alone,as of now, has to carry the ball for TIA. She has tight rules to follow in the DeKalb Delegation,weak support from the Speaker, and now a new city-hood proposal that takes most of her district out of play for annexation. I think TIA is DONE, COOKED, but tomorrow is another day! HGAC Meeting at 8:00AM, Be there or be square!
