Avondale hires Pine Lake official for ‘concierge’ job

Permit applicants in Avondale Estates now have someone they can call when they need help.

On Monday, Nov. 3, the city announced it had filled its “Permitting Concierge Coordinator” job. The city has hired Phil Howland, who previously served for nine years as the administrator of Pine Lake, Ga.

“Phil brings to the City an impressive wealth of expertise in contracting and local government,” the announcement from the city says. “He boasts 25 years of experience as a building contractor and spent about a decade running his own business. Phil specializes in working on historically significant homes and understands the full gamut of the construction businesses.”

The advertised salary range for the job was $32,500 to $52,500. The concierge position was an idea from former mayor Ed Rieker, who resigned on Oct. 2 to take a university teaching job.

According to the city, “Phil will guide permit applicants through the permitting process. His guidelines will be tailored to each project’s specific and unique scope of work and will establish a clear and concise way to make the permitting process as expeditious as possible. Phil will be responsible for assisting permit applicants, processing building permit applications, scheduling inspection requests, and routing plans for zoning/plan review for commercial and residential projects to appropriate City staff.”
